    本文针对“UGS”模式下中小学班主任专业发展面临的几个问题，从高校、政府、中小学三方出发，通过职前培养、政策支持、激励机制、平台搭建四个层面，构建科学的班主任专业发展路径，提升班主任的班级管理能力，为我国的教育事业培养骨干力量。
