    Abstract：

    在乡村振兴全面构建小康社会这个特殊的历史时刻，国家不断加大水利工程建设投资，同时水利部门加强了对水利工程的运行管理。水利基础设施建设质量与运行管理关系到人民群众的生命财产安全和农业发展，因此应该严把水利基础设施建设质量与建后运行管理。鉴于此，本文就皖北地区水利基础设施建设质量与运行管理现状展开探讨，为从事水利基础设施建设与管理起到参考作用。
