    Abstract：

    2020年，新《土地管理法》和《土地征收成片开发标准》提出成片开发的概念和相关制度，各地方也相继出台了成片开发方案的编制指南和实施办法。由于成片开发制度出台的时间短，学术界上的相关研究也不多，对成片开发实施的困境和解决对策研究相对较少。目前正处于国土空间规划过渡期，国土空间规划体系处于逐步完善过程中。本文就国土空间规划体系下土地征收成片开发实施所遇到的困境及相应的对策进行探讨，以便为新常态下土地征收成片开发实施提供参考。
