    在新的背景以及趋势和人力资源管理下，对人才的素养与能力提出了更高的要求。培养高素养的复合型人才，是事业单位人才队伍建设的重要保证。针对机关工作人员的素质偏低，责任感较弱等现象，要通过提高政治理论学习，强化自身素质以及水平创建等措施来提高工作能力。
