    Abstract：

    随着环境、人类耦合认识的深入，空间发展与治理步入强调多时空尺寸、跨组织分层的新阶段。在空间扩张、治理过程中，为解决城市在生态、基础设施建设、公共服务、城市品质等方面存在的隐患，本文以广东省为例，对空间发展规划工作的重要性进行研究，分析国土空间规划设计与城市改造工作现存问题，提出以国土空间规划为基础，开展城市改造工作的路径。
