    骨干教师属于教师队伍中的特殊群体，能引领其他教师群体促进教学工作的发展，能起到一定的示范、辐射、引领作用，需要全方位提高小学骨干教师的素质，需要找出当下小学骨干教师所存在的问题，应满足全体教师发展需求，应明确小学骨干教师培养目标、搭建培养课程体系、优化校外培训、培养时应加强教研交流，小学骨干教师培养全程进行评价，这样能有效提高小学骨干教师培养的有效性。
