    Abstract：

    为解决城市水及城市建设间的矛盾，提高海绵城市建设规划质量。本文立足于海绵城市规划现状，以宏观、中观、微观层面为切入点，完善海绵城市规划设计策略，同时，提出划定指标建设标准、构筑精细化空间管理格局、创新发展实践监督管理体系等策略，旨在通过海绵城市规划全程管控，提升海绵城市建设质量，希望通过本文研究，为相关行业提供借鉴。
