Abstract：
基层治理问题层出不穷，并且伴随着社会变化发展而产生，为了解决基层治理问题各地陆续出台了很多尝试，其中包含委托执法、派驻执法、部门联合执法等等，此类改革模式在运行阶段都存在一定局限性，不能从根本上解决基层执法难题。新出台的《行政处罚法》在法律层面将各项权利下发至乡镇、街道办事处，这一制度革新使得原有基层执法模式创新变革，受到社会各界广泛关注。
