    Abstract：

    生产建设项目水土保持方案是水土保持法规定的一项有效防治人为水土流失的重要制度。根据项目所在区域特征和工程施工内容，对可能发生的水土流失问题，提出预防和治理的措施，落实到工程实践中，进而达到水土保持与防治的效果。为实现水土保持与防治的目标，做好水土保持规划设计质量控制，有着重要的意义。现针对水土保持规划设计存在的问题，展开具体的论述，提出提高规划设计质量的策略。
