    Abstract：

    作为乡村发展、建设和治理的重要手段，村镇规划不仅是乡村国土空间开发保护和空间用途管制的法定依据，也是核发乡村建设项目许可证等的基础。我国村镇规划的发展历程与城市化进程紧密相连，并且在过程中具有动态性和时效性的特点。本文梳理了村镇规划的发展历程，并对其各阶段发展背景、特点和问题进行剖析，以期为国土空间规划体系改革背景下的村镇规划编制和实施提供思路与借鉴。
