    海绵城市是一种秉承全过程的系统治水理念，通过降雨源头、转输过程、排放末端等多途径进行控制提升城市排涝能力，武汉市经过4年建设，城市内涝防治能力取得如此明显进步，本文以武汉市为例，探索武汉市落实海绵城市理念提升城市防内涝能力的具体做法。
