    德州市水利局基层站所人员结构具有多元化特点,水利工程短板问题突出,基层站所人才短缺,通过分析水利基层站所现状,探究基层站所劳动保障机制的本质问题,提出加快工程补短板、强化制度改革、加强技术性人才队伍建设等合理化建议.
