    城乡建设用地增减挂钩措施的合理实施,能够更好地推动农村建设,该政策在实施中,能够保证居民点发展更为合理,将农村的闲置土地进行高效利用,农村的破旧住宅有效整合,增减挂钩政策的提出,能够增加建设用地供给量,改善农村落后、贫穷的风貌.现仅以余庆县为例,浅谈城乡建设用地增减挂钩做法及存在问题及对策.
