    在开展水利工程建设时,应遵循合理要求进行土方填筑施工,保证土方填筑施工与水利工程综合建设要求之间契合度,严防水利工程中土方填筑施工在实际开展过程中出现问题.同时还应强化各项技术在水利工程土方填筑施工中的应用力度,并在合理技术支持下降低土方填筑施工难度,保障土方填筑施工质量和土方结构承载能力.当然还应保证水利工程中土方填筑施工技术达到合理状态,强化各项技术作用效果.
