    Abstract：

    我国大力推行农村改革,实现城乡一体化发展,目的 就是为了实现农民增收,促进农业快速进步,进而优化农业产业结构的同时切实保障农民利益.本文就将以基层这一项工作的实际情况展开分析,针对城乡建设用地规划中"增减挂钩"工作的推进情况进行分析,探究其对于农民利益保障的积极性,从而提出确保"增减挂钩"中农民利益的具体对策,以便为在基层开展这项工作的同志提供参考,大家共勉,同时为农民利益提供保障,进而实现农村经济的跨越式发展.
