    经济和社会的快速发展促进了私家车保有量的增加，这增加了城市的交通压力。城市发展的注意力逐渐向保障汽车平稳运行、优化道路资源配置、明确机动车通行权的方向倾斜。然而，慢行系统的规划研究、设计和建设的重视程度稍显不足。逐步完善慢行系统是城市交通发展的必然趋势，也是城市发展的迫切需求。
