    Abstract：

    中小河流具有流面广量大、地方统筹治理权相对独立等特征。就目前来看，将河长制应用在中小河流管护过程中虽然取得了较大成效，但整体建设工作依然较为落后，为充分发挥出河长制的积极作用，需要结合中小河流特征制定出配套保障体系。本文就针对以上背景，首先分析中小河流管护工作中实现河长治的重要性，阐述河长制对中小河流管护工作成效的影响。提出传统河道管理工作存在的不足之处，制定河长制落实对策，以期为相关工作人员提供理论性帮助。
