Abstract：
现阶段,随着经济的发展,我国退役军人养老保险关系转接机制是基于"安置就业"目标而设计的,与大学生士兵退役后仍需"继续学业"的目标不合.在没有明确政策规范的背景下,地方经办机构为避免"政策风险",统一将退役养老保险关系转接到大学生士兵户籍地,而退役大学生士兵在缺乏政策训导的情况下,倾向于选择参军入伍地作为关系转接地.当两者不统一时,很容易陷入"政策困境".由于不了解国家的相关政策,不少退役大学生士兵都遇到过"政策困境",并对完善政策表达了强烈期许.
