    Abstract：

    铁路作为我国道路交通体系的一部分,在促进国民经济发展、方便人们出行等方面发挥着积极作用.目前,铁路安保装备的及时更新与安全管理体系的创新,有效降低了铁路行车事故的发生率,尤其是人为操作事故的发生.但在机务系统中,调车安全始终是安全生产的重中之重,也是现阶段铁路机务系统安全生产必须有效控制的关键点.
