    Abstract：

    经过2003年"非典"后黑龙江省公共卫生管理水平得到加强,但对公共卫生事件的管理仍是对政府部门治理能力的"大考".本文基于公共危机管理理论,通过对黑龙江省应对突发公共卫生事件管理的分析,发现其可能存在的一些短板,并提出相应建议.
