Abstract：

干部队伍是企业建设、管理、发展的中坚力量和持续生命力。在队伍建设中要以思想作风改进为前提，精准识人、用人，畅通人才培养和上升渠道。可按照实绩、创新、服务三原则建设队伍，不断完善领导统筹机制，坚定科学用人要求，重视青年人才的培养，深化约束考核方法，并鼓励岗位技能提升，锻造有素质、有能力的人才队伍。
