    以人为本理念的落实，在很大程度上创新了党务政工工作的方式。以以人为本思想理念为导向开展的党务政工工作模式，是对传统党务政工工作方式的一种补充，因为人是党务政工工作实施的主体，有效地推动了党务政工工作的高效率进行，尤其尊重了个体发展的需求，对党务政工工作的内容进行了创新。
