    Abstract：

    城市让生活更美好（BetterCity，BetterLife），近年来随着我国城市化进程快速推进，人民群众对城市美好生活的期望越来越高，房屋建筑、城市道路、市政园林等城市建设项目在服务城市经济社会发展，提高市民幸福生活指数方面承担着重要作用，但是在城市建设项目施工过程中，高处坠落、物体打击、起重伤害和坍塌等安全事故频发，严重威及到人民群众的生命财产安全。
