    Abstract：

    城市规划与房地产开发充满矛盾,出现了城市规划滞后于项目开发,一些基础设施建设缺乏远景规划,居住人口结构不均衡等问题.本文通过对城市规划及房地产开发的内涵及其在城市建设中的重要作用的理解,分析万州区现有问题,提出城市规划引导房地产开发举措,发挥土地价值,体现规划对房地产市场的调控作用,使两者之间协调发展.
