    当今社会,经济高速发展,随之而来的是建筑的增建,以及人口的集中,因此在土地使用过程中,必须进行土地规划,与此同时,城镇化规划实施也必不可少,两者相比较,城镇化规划实施较早,侧重利用的合理性,土地规划管理更加侧重于农业用地.目前两者多同时进行,因此不可避免的会发展矛盾,需要相关部门加以解决.
