    Abstract：

    招投标是工程建设进行的基本过程,造价控制质量提高是保障开发商利益的重要措施.在招投标阶段提高造价控制质量,能够避免以后施工过程中出现资金问题,间接地对工程完成的质量和工期做出了实质性保证.招投标过程受到国家招投标法的保护,保证了招投标的公平、公正、公开透明,让开发商能够对承包商更加放心,为以后工程顺利验收奠定了良好的基础.
