    Abstract：

    PPP项目模式自2014年推出发展以来,已成为我国稳增长,调结构、补短板、惠民生,推进供给侧结构性改革、推进国家治理现代化、全面深化改革、建立现代财政制度的一个重要工具,PPP项目模式得到了越来越广泛的应用.对于大中型企业等参与PPP项目建设也是其转型升级和可持续发展的重要参与模式.鉴于PPP项目的特点,社会资本方需要从项目的设计、建设、运维等全寿命周期进行管理,对其管理能力提出了更高要求.
