    公路工程是一项长期、复杂的工程项目,涉及多方利益,具有建设周期长、施工工序多、风险因素大等特点,对公路工程建设管理目标的实现带来了一定难度.在公路工程建设中实施工程监理制度,能够实现对工程建设全过程、全方位、动态化的监督和管理,可协调处理好多方主体的关系,进而保障公路工程建设的有序开展.为此,在公路工程建设中必须全面履行工程监理职能,充分发挥出工程监理的作用.
