    Abstract：

    包括书法艺术在内的高水平高质量公平教育是教育均衡发展的集中体现，是滇东北老区人民的期盼。通过调查研究发现，教育思想的错位、师范本位的缺失、教学方法的失当、课外辅导的缺位是制约教育发展的瓶颈；转变思想观念，大力提高师资水平，融合优质资源，从小严格抓实，加强书法艺术教育监督检查，书法艺术教育就能得到全面推进。
