Abstract：
随着我国经济的高速发展，基础设施、科研建设项目等方面投资呈逐年递增的发展趋势，工程投资造价也越来越高，建设项目存在资金使用不合理、超预算等问题。为了防止资金滥用、形象工程、政绩工程、“豆腐渣”工程、贪污腐败等现象，传统的竣工决算审计已经无法全面有效控制工程造价，必须从源头上对项目加强审计和监督管理。
