Abstract：
水利水电工程对农业产业、能源产业等具有促进作用，合理规划设计，增强工程规划与工程施工的对接性。水利水电工程项目建设期间，容易受到内外部环境因素的影响，在生产过程中增加建设成本溢出性及风险性，最终影响工程建设质量。项目管理工作的开展及落实，针对水利水电工程建设节点起到针对性调控作用，按照功能属性、施工属性，将干预因素限制到某环节中，起到制约效果。基于此，文章以水利水电工程项目管理意义为切入点，指出工程项目管理存在的问题，并对项目管理策略进行研究。
