    Abstract：

    为了节约房地产项目开发成本，从财务预算控制方法入手，使用目标成本法，针对房地产开发成本及财务预算的控制展开深入研究。建立房地产开发成本及财务预算的控制原则；根据原则，确定成本开发控制的组织架构；根据组织架构，构建目标成本法的项目成本控制体系，最终实现房地产的项目开发成本的控制。在不影响项目实施质量的情况下，使用目标成本法比使用传统方法，项目开发成本的利用更加合理，大大节约了项目的开发成本。
