    Abstract：

    海绵城市的建设在城市化进程不断加快、现代化水平不断提高的背景下受到了越来越多的重视，海绵城市建设已经在多个城市进行了试点，并在多个城市投入了使用，对于城市的发展具有重要意义。海绵城市建设作为城市规划的一个组成部分，在建设过程中需要一定的城市用地，因此作为城市用地规划的主体——国土管理，在海绵城市建设过程中扮演着重要角色。文章立足于这一实际，探讨了如何通过有效的国土管理来推进海绵城市的建设，以解决当前城市所面临的水生态破坏、水资源短缺等问题。
