Abstract：

在PPP模式中，双方合理分工，共同分担风险、共享利益，能有效解决项目资金紧缺、效果低下等问题。如今，中国经济发展已经进入新常态，只依靠政府投资的大型项目数量日渐减少，在大部分基础设施建设上，PPP模式被应用其中，不仅能高效收集社会资金，还有利于项目建设与管理水平的提升，优势十分显著。
