Abstract：
建设皖北承接产业转移集聚区，是我省实施长三角一体化发展战略和区域协调发展战略的重要“先手棋”，将极大地增强我省皖北地区高质量发展动能。但随着产业转移、企业入住，沿海地区的“用工荒”也随之转移，并逐渐成为困扰皖北承接产业转移集聚区建设的重要难题。笔者从事职业教育多年，对皖北地区人才流动多有关注，现通过职业教育渠道，尤其是从扩大皖北地区中高职院校招生能力、专业设置、校企合作以及就业服务等四个方面提出破解之道。
