Abstract：
水利水电工程作为我国社会经济发展的基础工程，进行其工程项目施工建设与管理的分析，由于水利水电工程的建设消耗时间长、施工环境多变、施工问题较多，水利水电工程施工管理是水利水电发展的基础，施工企业只有不断的加强水利水电工程施工管理才能有效的提高工程的施工质量。本文通过分析目前我国水利水电施工质量方面存在的问题，并提出行之有效的措施。
