Abstract：

机构编制电子政务建设是深化行政管理体制改革、创新机构编制管理的重要内容和有效手段。但是，机构编制电子政务建设模式尚缺乏成熟的理论，我们试图在新一代信息技术背景下构建机构编制电子政务的新型模式，针对实施过程中的问题提出解决对策，为机构编制电子政务建设理论与实践提供借鉴，以起到抛砖引玉的作用。
