    Abstract：

    中国是一个农业大国，13亿人口需要5亿吨左右的粮食，所以粮食安全是最大的安全。粮食安全的物质基础是耕地安全，耕地保护是当前农村工作的重中之重。然而，目前的情况并不乐观：破坏耕地的现象在各地时有发生，目前已逐渐逼近这条红线。耕地保护的艰巨任务需要基层乡镇政府来完成。广大农民工要集思广益，多思考对策，努力做好耕地保护工作。
