    在经济快速发展的新形势下，我国的教育制度等都发生了深刻变革，整个社会对师资队伍建设提出了更高要求，而中小学师德建设便是其中不可或缺的一部分。教师的师德、情操及教学素养是实现德育、教育功能的重要前提和保证。加大中小学师德建设力度有其重要意义，不仅是迎合新时期课程改革发展要求的重要举措，也为教育事业的现代化发展和进入人力资源强国提供了坚实的基础。
