Abstract：
柔性执法风险防控，是行政主体通过对行政柔性执法存在的风险进行识别、评估，在此基础上进行有效预防或规避，以减少违法或不当柔性执法的一种“行政自制”实践机制。通过分析行政柔性执法风险类型、特征及原因，提出从事前、事中、事后全过程防控的对策思路。
