Abstract：
当前时期，申论的作为一种国家公务员的考试命题，在高校的教育过程中，对高校大学生自身的工作意识和工作思维的培养极为重要，而在高校的教学以及申论教学过程中，要认识到学生对申论的综合性理解意识的重要性，要强化做好对学生的有效培养，尤其要明确做好对学生自身的综合有效的改造，同时，还应当要确保学生能够了解到相关的写作格式和要求，满足学生的自我发展需要，下文主要结合申论考试发展态势与写作教学策略展开了研究与分析。
