在现代企业治理中，全面预算管理发挥着不可替代的作用，是企业治理决策的有力保证。为了实现既定的战略目标，企业必须实施全面有效的预算控制，以确定企业组织内预算的权利、义务和利益。同时，重视培养高素质的预算管理人才也很重要。全面预算管理有利于企业资源的有效整合，确保实现企业的长期战略目标和持续健康发展。
