Abstract：
改革开放促进了中国国民经济的发展，加快了城市化进程。城市在这一过程中的成功也很快，但通过缓慢增加市政工程的成功，原有的市政工程成功的传统政府水平很难调整到市政工程成功的程度，尤其是市政成功本身具有其他成功项目所不具备的一些特点，如工作环境艰苦。同时，由于这些因素的存在，市政工程建设管理更加规范和严格，比普通管理项目的要求更为详细。
