    全民阅读是指一个国家或地区占总人口的绝大多数人已具备阅读的条件，阅读已经成为人们生活的必需。基层公共图书馆的馆藏资源非常丰富，能够为全民阅读活动提供资源保障。并且，基层公共图书馆的功能之一，就是为全民阅读提供服务，以满足不同读者的阅读需求。所以，基层公共图书馆的服务定位应准确，才能将自身的优势充分利用起来，提高全民综合素质。
