    Abstract：

    随着中国民航高质量、高要求的发展，各大机场的航班量正以每年10%左右的速度快速增长。与此同时，机场不断地改扩建工程增加了机场地面运行的复杂性，不停航施工建设过程中飞机滑行冲突增多，日益增加的航班保障与机场有限的地面资源之间的矛盾日益突出。因此，迫切需要将机坪控制权移交给机场，既能提高地面运行的效率，又能保证地面交通的安全。
