Abstract：
本文以浙江省绍兴市越城区为研究对象，基于我国基本公共服务均等化现状和绍兴市越城区的区位优势，分析其成功经验，在认识和把握社会经济发展与增进民生福祉间的互促规律基础上，结合退役军人群体的特殊性，探索“管理-治理”路径在提高退役军人幸福感、参与感方面的作用，引出对促进民生领域治理现代化、推动基本公共服务均等化提出的可行性建议。
