    Abstract：

    发展群众文化利于促进社会主义文化体系形成，提升基层群众文化素养，构建社会主义和谐社会。作为发展群众文化的重要艺术形式，对于舞蹈的创作不能一蹴而就，需加强对意义和原则的把控，积极推动舞蹈创作创新的正轨化发展。本文主要对创新基层群众文化舞蹈创作的意义和原则及对策进行阐述，希望对文化馆的现代化发展起到积极参照作用。
