    质量是科研项目的生命线。科研质量评价指标不仅要能清晰客观地反应科研项目成果的好坏，也应考虑所在环境的内在特点。本文从科研项目实施过程中的要素入手，结合国家开放大学的历史使命和当前任务，综合研判项目具备的条件、过程、成果等要素，形成具有开放大学特色的科研质量评价指标体系。
