水利工程监理工作作为当前工程水利工程管理中的重要组成部分，在实际进行的过程中，针对水利工程监理存在问题的基础上，能够从严格合同规范化管理、注重监理程序的科学化建立、专业化施工人员队伍的科学化建立等方面整体上促使整个水利工程监理工作向着科学化的方向进行，从而为保证水利工程高质量和高水平的工程建设发挥重要的促进作用，而且能够同时融入现代化工程监理市场的发展中。
