    水利工程作为国家建设的基础工作，在建设的过程中需要兼顾到国家效益和社会发展效益双重任务，需要确保水利工程的建设能够实现防汛抗旱的目标，同时带动当地的区域经济发展，提高社会自身的价值，只有这样才能够有效的实现水利工程项目建设的真正意义。
